Action

An agency activity other than a rulemaking for which information is posted on Regulations.gov. Actions include meeting notices, notices of availability, notices of decision, and other types of notices.

Agency

An entity that publishes rules or notices in the Federal Register.

CFR Citation

The Code of Federal Regulations (CFR) Citation consists of the title number, the initials "CFR", the part and the section number.  For example:  7 CFR 273.1 is Title 7, part 273 and section 273.1.

Comment

A written expression of an opinion or attitude by a member of the public to a government agency about a rulemaking or other action.

Comment End Date

Date on which the period for submission of public comments ends

Comment Start Date

Date on which the period for submission of public comments begins

Company/Group/Association

Allows the submitter of a comment to enter any company, group, or association with whom he or she is affiliated

Compliance Date

Date by which affected parties must comply with a rule.

Date Posted

Date Document was posted to the Regulations.gov Web site and made available for Public view and comment

Date Received

Date Document is received by the system.  For comments submitted through Regulations.gov, this is the date they were entered by the commenter; for comments submitted through other means, this date is entered into the system by the Agency.

Docket

A collection of documents related to a rulemaking or other action.  The Docket page on Regulations.gov lists these documents.

Docket ID

Unique identifier established for a Docket

A term that includes rules, proposed rules, notices, supporting and related materials, public submissions

Document ID

Unique identifier established for a Document

Document Sub-Type

Secondary classification of a Document. Example: Notice of Availability, Notice of Public Meeting.

Document Type

Primary classification of a Document.  There are five Document Types:  Proposed Rule, Rule, Notice, Supporting and Related Materials, and Public Submissions.

Federal Register

The official daily publication for rules, proposed rules, and notices of Federal agencies and organizations, as well as executive orders and other presidential documents.

Federal Register (FR) Document

A term used to encompass all Documents published in the Federal Register. These include proposed rules, rules, and notices.

General Comments

A text field in which the person submitting a comment can type his or her comments.  Commenters may also attach files containing their comments.

Government Agency

Name of the Government Agency to which the comment submitter belongs, if any

Government Agency Type

The type of Government Agency (Federal, State, Local, etc.) to which the comment submitter belongs, if any

How to Comment

Instructions provided to the public on the procedures for commenting on a Document.  These are taken from the ADDRESSESS block in a Federal Register document.

Hyperlink

Blue, underlined reference (link) from one point to another point within or outside of the Regulations.gov Web site

IFrame

An IFrame is part of an HTML document which makes it possible to embed another HTML document inside the main document.

Keyword

Terms that further identify a Docket or Document and enable easier searching for the Docket or Document within Regulations.gov

Legacy ID

An alternate identifier for a Docket or Document used by an agency that can post Federal Register documents and related materials on Regulations.gov.

Open for Comment

Used to describe documents for which an agency is currently accepting comments through Regulations.gov.

Page Count

Number of pages within a Document

Paperwork Control No

A number assigned by the Office of Management and Budget (OMB) to regulatory actions that meet the information collection requirements imposed by the Paperwork Reduction Act.

Print Dialog Box

Standard window that allows the user to select printing preferences and printer and print a selected item

Property

In a custom report, a property is a parameter defining the results produced by a report.  For example, a report with a property reading "Comment Start Date is on or after 7/27/2006" would show all documents with a comment start date on or after July 27, 2006.

Radio Button

A radio button (sometimes called a "radial button") is a circular button on a web page that can be selected by the user to choose one of a predefined set of options.  Radio buttons are used when there is a list of two or more options for the user to choose.  In each instance on Regulations.gov, one of the radio buttons will already be selected by the system as a default. When the user selects a radio button, any previously selected radio button in the same group becomes deselected.

Regulatory Topic

Searchable topics for proposed rules and rules, such as Benefits, Business Opportunities, etc.  These topics are determined based on the title and chapter of the Code of Federal Regulations which the rules affect.

RIN (Regulatory Identification Number)

A number assigned to each regulatory action to be used to cross-reference a regulatory action with the Unified Agenda of Federal Regulations which summarizes rules of each Federal agency.

The Code of Federal Regulations (CFR)

The Code of Federal Regulations is the codification of the general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal Government.

Views

Provides icon(s) that can be accessed to view or save a Document.  For Federal Register documents, these will always include PDF (Adobe Acrobat) and HTML (Web page) icons.  For other documents, they may include documents in a number of supported file formats.
