The Commodity Credit Corporation (CCC) electronic Tobacco Transition Payment Program (TTPP) Successor-In-Interest (SII) contract (eSII) service allows TTPP successors the ability to transfer quota holder and producer TTPP contract rights online. SII Participants can transfer rights and immediately transfer their right to a subsequent successor from any computer with internet access. SII Participants will not have to travel to Farm Service Agency (FSA) offices to complete these tasks and can view and print out approved contracts at any time.
The voluntary service is available to all TTPP Account Holders who are registered to participate in TTPP's SII. eSII sign-up is offered as an additional SII contract transfer option. Participants can still choose to complete their SII contracts by mail, personal delivery or facsimile to the National Tobacco Processing Center. This service does not alter any TTPP SII contract provisions. For instance, for a SII contract to be approved, the transferor and successor must still sign a SII contract (CCC-962).
Access to the eSII service is available to all USDA customers who are eligible to participate in SII. In order to insure personal identity, you must first register for a
USDA eAuthentication Level 2 Account. This process is easy and starts online by creating a user ID and password and confirming your email. The final step requires visiting a local USDA Service Center to complete the eAuthentication process.
Once you have your eAuthentication account, you must have your user ID linked to the TTPP Account Holder through eRepresentation. This processs is completed by the National Tobacco Processing Center according to TTPP Account Holder registration (CCC-963). After this has been completed you can click on the login link on the top of this page and enter your user ID and password on the USDA login screen.
USDA provides eSII service in a secure online environment that protects participants' privacy through stringent security measures.
The eSII process is available 24/7, except during routine backup and maintenance periods.
