The Office of Administrative Policies and Business Contracts within the ANR Office of the Controller and Business Services (OCBS) is the principal organizational unit to provide primary support to ANR managers, with specific leadership responsibility and technical expertise in the development, management, analysis, reporting, and coordinating of ANR administrative policies and business contracts, including Memoranda of Understanding (MOUs).

The Office of Administrative Policies and Business Contracts (APBC) is responsible for managing the administrative policy development and implementation process for ANR, including policy analysis, interpretation and training; managing, approving and/or developing all business contracts, especially MOUs and collaborative agreements; and serving as the ANR Coordinator of Information Practices and Conflict of Interest.  This office is also responsible for ensuring that ANR’s business and procedural affairs and those of the regional, county, and special program offices are conducted in accordance with University policy and State and Federal regulations; serving as liaison with USDA/CSREES, as well as the UCOP Offices of Coordination and Review, Purchasing Services, and General Counsel, on issues of importance to policy compliance and business contracts; and providing analytical and interpretational assistance to top ANR managers, including the drafting of policies, reports, and correspondence.  The APBC Coordinator co-chairs the 4-H Policy Advisory Committee, and works with the 4-H Statewide office on a number of other administrative projects.
