Home Energy Loan Program |
Program Review
OPTION 1 – 0% Loan:
Lane Electric members who want to weatherize their home may be
eligible to apply for 0% interest loans up to $9,000 through either
Pacific Cascade Federal Credit Union or First Tech Credit Union.
Lane Electric buys the interest rate down to 0%, allowing our
members an affordable option to install efficiency measures. This
opportunity is available for single or multi-family residences
if permanently installed electric heat exists in the dwelling.
(Property owners of rentals obtain loan funding under the program.)
OPTION 2 – Cash Grant:
Our cash grant allows members to choose a non-loan, cash
grant from Lane Electric. Available funds cover 25% of the measure
costs up to a maximum of $1,000. Members are not obligated to
reimburse Lane Electric for these funds.
Eligible measures include: Ceiling, floor, wall
and duct insulation, HVAC duct sealing, door and window replacements,
and general air sealing.
How Our Energy Loan Program Works
Our member must first request an energy analysis for the dwelling.
Requests are scheduled and completed on a first-come, first-served
basis. Once the energy analysis is performed, a packet including
recommendations, an approved contractor list, contractor bid sheets,
bid preference/program option form are mailed to the member.
In order to participate in our weatherization program, please
follow the easy steps shown on the checklist.
The boxes provided at each step will allow you to chart your progress.
It is very important that all the Lane Electric forms be filled
out and returned to our office. Funds will not be allocated for
your project unless all forms are returned to Lane Electric. Upon
receipt of paperwork from the member, Lane Electric will send
the credit application and chosen bid to the financial institution
you have chosen. If the financial institution approves the loan
application, Lane Electric will contact the member within 48 hours
with further instructions. At the time of approval, the member
will notify the chosen contractor to proceed with the work.
If you should choose the cash grant, Lane Electric will notify
you of approval.
Upon inspection and approval of installed measures, payment will
be made using approved loan funds or cash grants.

Commercial Energy Loan Program |
Programs Review
Lane Electric is pleased to make available to you 0% interest
weatherization financing for qualifying efficiency measures.
Based on the results of our site visit, a list of recommendations
will be compiled for you. Unless noted otherwise, the list
of recommendations qualify for the Commercial Energy Loan
Program.
After reviewing the list of recommendations, you may choose
one of the following options:
OPTION 1- 0% Loan:
Submit bids and loan application to participate in the 0% interest
loan available through Pacific Cascade Federal Credit
Union and First Tech Credit Union. Loans
may be for a minimum of $1,000 up to a maximum of $10,000. Loan
terms may be up to 5 years, depending on the amount you borrow.
Loan approval and payment arrangements are handled directly through
the aforementioned lending institutions. The lending institution
you choose will pay approved loan funds to the contractor upon
final inspection and approval of installed measures by Lane Electric.
OPTION 2 - Direct Fund Payment:
Submit bids and request for direct fund payment to the contractor
by Lane Electric. Payments are made at 50% of total measure cost
up to a maximum of $2500. Contractor payment
is made upon final inspection and approval of installed measures
by Lane Electric.

progress. You may find it helpful to review this letter and
the enclosed forms before you begin.

Low Income Weatherization Program |
Program Review
Lane Electric members who qualify for low income funds (LIEAP
qualified) are now eligible for a grant of up to $1,500 for
qualifying weatherization measures in their home. This opportunity
is available to single or multi-family residences provided
some permanently installed electric heat exists in the dwelling.
Structures must be sound and in good repair before any funds
will be available. (Property owners of rentals will
need to make a 50% contribution to any project.)
Members are not obligated to reimburse Lane Electric for these
funds.
Eligible measures include: Ceiling, floor, wall
and duct insulation, HVAC duct sealing, door and window replacements,
and general air sealing
