Delegation of Authority
Interagency Committee on Standards Policy (ICSP)
1. PURPOSE
The purpose of this memorandum is to delegate authority within the Department to implement the provisions of the Office of Management and Budget (OMB) Circular No. A-119, “Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities,” and the National Technology Transfer and Advancement Act of 1995 (P.L. 104-113).
2. DELEGATIONS
I hereby delegate authorities vested in the Secretary by OMB Circular No. A-119 and related statute, including representing the U.S. Department of Agriculture on the Interagency Committee on Standards Policy, to the Administrator, Agricultural Marketing Service. These authorities may be re-delegated by the Administrator, as appropriate.
3. EFFECTIVE DATE AND TERMINATION
This delegation is effective immediately and will remain in effect until superseded. The Department’s published delegation of authority in Title 7 of the U.S. Code of Federal Regulations will be amended to incorporate the provisions of this memorandum.
