1 PURPOSE

This regulation assigns responsibility for administering the Soil and Water Resources Conservation Act of 1977 (Public Law 95-192, 16 U.S.C. 2000 et seq.).

2 SPECIAL INSTRUCTIONS/CANCELLATIONS

This regulation supersedes Secretary's Memorandum 1930, dated December 30, 1977, which is canceled.

3 POLICY

The Assistant Secretary for Natural Resources and Environment has Departmental leadership for carrying out the provisions of the Soil and Water Resources Conservation Act of 1977.

4 LEGISLATIVE REQUIREMENTS

The Act requires the Secretary to appraise on a continuing basis the status, condition, and trends of the Nation's soil, water, and related resources. It also requires the Secretary to develop a national soil and water conservation program and to report annually to the Congress on progress in implementing the program.

5 AUTHORITY

The Assistant Secretary for Natural Resources and Environment may use the agencies of the Department as necessary to carry out the Department's functions under this Act.
