Brian Besanceney has announced his intention to leave the department as Assistant Secretary for Public Affairs, effective July 28, to join Secretary Rice’s staff as the State Department’s Deputy Chief of Staff for Planning.  

I have relied heavily on Brian for his trusted counsel, steady leadership and communications expertise.  Brian leaves behind an indelible mark on the department’s incident communications capabilities and strategies.  He brought structure and focus to the department’s public affairs operation and more effectively integrated public affairs into the planning and activities of our operating components.  

 I am grateful for Brian’s service to our country during his tenure at the department, and for his work on homeland security and incident communications issues in his previous capacity as Deputy White House Communications Director.  I congratulate him on this new opportunity and I am confident that he will be an invaluable member of Secretary Rice’s team.   I look forward to working with Brian in his new capacity.
