Potential Sites for the National Bio- and Agro-Defense Facility

The following sites have been chosen to advance to the next phase in the National Environmental Policy Act (NEPA) process to determine if and where the proposed National Bio and Agro-Defense Facility (NBAF) would be built and operated.

The Final Selection Memorandum (PDF, 42 pages - 1.31 MB) documents the basis for the decision.

The next step is to prepare an environmental impact statement as part of the NEPA process. Other milestones are listed below:

Publish Final NBAF EIS Late Fall 2008
Publish Record of Decision (ROD) At least 30 days after the Final NBAF EIS is published
Begin detailed design FY 2009
Begin construction FY 2010
Begin operations FY 2015

 

Initial Site Selection Process

The Department of Homeland Security held a competitive process by soliciting Expressions of Interest (EOI) to select a potential site for the NBAF.  A multi-agency (the departments of Homeland Security, Agriculture, Health and Human Services and Defense), multi-disciplinary (engineers, scientists, lawyers, academics and communicators) team was formed to review the submissions.

The 29 submissions were evaluated against for criteria:

  • proximity to research capabilities,
  • proximity to workforce,
  • acquisition/construction/operations, and
  • community acceptance.
