The Executive Division coordinates for the Office of the Oregon State Treasurer policy development, strategic planning, legislative initiatives, communications, internal auditing functions, human resource functions, and the publication of all State treasurer financial reports.

In addition to directing all operations of the Office, the State Treasurer chairs or serves on numerous related boards and commissions, including the State Land Board, the Oregon Investment Council, the Oregon College Savings Board, the Oregon Growth Account Board, the Oregon Short Term Fund Board, the Private Activity Bond Committee, the State Debt Policy Advisory Commission, the Oregon State Bond Committee, the Oregon Municipal Debt Advisory Commission, and the Oregon Council for Knowledge and Economic Development.

All of the agents described below act under the direction of the State Treasurer.

  • Deputy State Treasurer Linda Haglund and Chief of Staff Kate Cooper Richardson take primary responsibility for developing and implementing agency policy.

  • Doug Bovee coordinates business continuity and recovery plan development, maintenance and testing. He also coordinates agency strategic projects through the project management office.

  • Internal Audit Manager/Information Security Officer Curt Hartinger coordinates internal financial audits and ensures the security of information technology for the Office of the State treasurer.

  • The Director of Legislative and Public Affairs manages initiatives through the legislative process and staffs the State Treasurer on the State Land Board.

  • Communications Director Ley Garnett directs communication with the media and the public for the State treasurer and coordinates the production of communications materials.

  • Director of Executive Services Sharon Wong manages the State Treasurer's Capitol office.

  • Human Resources Manager Kristin Stewart manages personnel services for the State Treasurer's Office.

  • Among the state bodies the Executive Division staffs on behalf of the State Treasurer are:

    • State Land Board. This board manages state-owned lands for the benefit of the Common School Fund. Its three members are the Governor, the Secretary of State, and the State Treasurer.

    • The Oregon Innovation Council (OregonInc). This council's mission is to identify Oregon's top innovation-driven growth opportunities, maximize the state's competitive advantages and establish Oregon's niche in the global economy.
