In countries where English is not the primary language, candidates must take the Test of English as a Foreign Language (TOEFL), have the results reported to the U.S. Coast Guard Academy, and meet minimum score requirements. In certain situations and with the approval from the U.S. Coast Guard Office of International Affairs, the English Comprehension Level (ECL) exam may be administered in lieu of the TOEFL.
TOEFL: A minimum score of 560 (Paper-Based Test) or 220 (Computer-Based Test) is required. The Coast Guard Academy report code number for the TOEFL is 5807. Information about the exam and test dates can be found on the TOEFL site.
ECL: A minimum of 80 is required on the ECL exam.
