PERSONNEL MANUAL, COMDTINST M1000.6 (SERIES) 1. THE AY 2009 CAPTAIN ASSIGNMENT PANEL RESULTS DETAILED IN REF A KICKED OFF THIS YEARS OFFICER ASSIGNMENT CYCLE. OUR ENLISTED ASSIGNMENT PROCESS IS ALSO PROCEEDING, WITH MANY OF OUR SENIOR ENLISTED MEMBERS ALREADY SLATED. AS THE ASSISTANT COMMANDANT FOR HUMAN RESOURCES AND HEAD OF THE STRATEGIC TRANSFORMATION TEAM, I WANTED TO PERSONALLY ASSURE YOU THAT OUR ASSIGNMENT PROCESSES CONTINUE TO SERVE THE ORGANIZATION WELL AS WE REALIGN OUR OPERATIONAL STRUCTURE AND MODERNIZE OUR MISSION SUPPORT ORGANIZATION TO ENSURE MISSION EXECUTION. 2. BOTH OFFICERS AND ENLISTED MEMBERS WILL CONTINUE TO BE ASSIGNED BASED ON NEEDS OF THE SERVICE, NEEDS OF THE UNIT/PROGRAM AND INDIVIDUAL DESIRES AND IAW CHAP 4 OF REF B. FOR EXAMPLE, IN ORDER TO ACCOMPLISH THIS AT THE O-5 AND O-6 LEVELS, CGPC (OPM) MAKES ASSIGNMENT RECOMMENDATIONS TO THE CAPTAIN AND COMMANDER ASSIGNMENT PANELS. THE ASSIGNMENT PANELS THEN REVIEW/REVISE THE RECOMMENDATIONS AND BALANCE A MULTITUDE OF COMPETING DEMANDS TO ENSURE OFFICERS ARE ASSIGNED TO POSITIONS THAT MEET THE NEEDS OF A CHANGING SERVICE YET BALANCE WITH THE MEMBERS DESIRES AS WELL AS WITH SPECIALTY AND SENIORITY CONSIDERATIONS. WHILE POSITION NAMES AND REPORTING CHAINS MAY CHANGE, WE REMAIN COMMITTED TO STAFFING THE ORGANIZATION FOR SUCCESS AND ADHERING TO OUR WORKFORCE PRINCIPLES. 3. THIS YEAR, ASSIGNMENT OFFICERS AND PANEL MEMBERS ARE TASKED WITH OPTIMALLY STAFFING THE COAST GUARD FOR MODERNIZATION WHILE MINIMIZING IMPACTS ON THOSE MEMBERS WHO ARE NOT YET TOUR COMPLETE. IN THE CASE OF REF A, 174 ASSIGNMENT RECOMMENDATIONS WERE MADE THIS YEAR. THIS IS IN LINE WITH THE HISTORICAL NUMBER OF ANNUAL O-6 ASSIGNMENTS MADE OVER THE PAST SEVERAL YEARS. 4. THIS IS AN EXCITING TIME IN COAST GUARD HISTORY AND AN OPPORTUNITY FOR OUR OFFICERS AND ENLISTED MEMBERS TO HELP SHAPE THE COAST GUARD.
