Summary

GAO reviewed the Department of Transportation's (DOT) new rule on civil aviation security. GAO found that (1) the rule transferred the Federal Aviation Administration's rules governing civil aviation security to the Transportation Security Administration and requires additional qualifications, training, and testing of individuals who screen people and property carried in passenger aircraft and (2) DOT complied with the applicable requirements in promulgating the rule.
