Summary

GAO reviewed the Department of Energy's (DOE) new rule on the energy conservation program for commercial and industrial equipment packaged terminal air conditioner (PTAC) and packaged terminal heat pump (PTHP) energy conservation standards. GAO found that (1) the final rule amends the energy conservation standards for PTACs and PTHPs to efficiency levels more stringent than those in American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHEAE)/Illuminating Engineering Society of North America (IESNA) Standard 90.1-1999; and (2) DOE complied with the applicable requirements with the exception of the delay in the rule's effective date.
