Summary

GAO reviewed the Department of the Treasury, Internal Revenue Service (IRS), Department of Labor, Employee Benefits Security Administration (EBSA), Department of Health and Human Services, Centers for Medicare and Medicaid Services' (CMS) new rules for group health plans and health insurance issuers under the Newborns' and Mothers' Health Protection Act. GAO found that (1) the rule provides protections for mothers and their newborn children with regard to lengths of hospital stays following childbirth; and (2) the IRS, EBSA, and CMS complied with applicable requirements in promulgating the rule.
