There are several free options available to help with the grant writing process. On our website at http://www.acf.hhs.gov/programs/fbci/ there is a link for grant writing. The three links contained within this section provide technical assistance as well as a list of upcoming events for grant writing training.
Another helpful website is http://alt.samhsa.gov/grants/generalinfo/tech_assist.asp. This also provides assistance for grant writing.
