TO: Printing and Publishing Officials of the Federal Government

SUBJECT: Mailing Services

Because of recent changes in U.S. Postal Regulations and past difficulties encountered by customer agencies in identifying postage costs associated with printing and binding work, the Government Printing Office (GPO) is now offering mailing service on a reimbursable basis. Postage will be paid by the contractor or GPO when the material is turned over to the Postal Service. Some of the advantages are as follows:

• GPO will assist you in structuring your mailing to incur the lowest-possible cost.
• Postal Accountability: There will be no need to try to match up GPO Form 712 with USPS forms (actual postage costs will be known for each job).
• GPO will verify that mailing was actually done per specifications (bulk mail, carrier route pre-sort, etc.).
• There will be no need to apply for a mailing permit or have funds for a particular job deposited at any given Post Office.
• GPO will list postage as a separate line item on invoice.

While GPO will add our standard administrative charge to the cost of postage, we believe the advantages that will be provided and the possible cost savings are considerable.
