General Information

The Office of the Registrar at Montana State University is the official custodian of unabridged student academic records past, present and future. Academic records and official transcripts of academic attendance and activity are maintained and provided upon written request.

This office has extensive contact with students after their formal admission to the University, throughout enrollment, and finally to graduation. Perhaps no other office on campus has responsibilities of this variety and magnitude: to work closely with students, faculty, administrators and the general public, while maintaining contact with our alumni. The Registrar's staff plans and conducts registration for each academic term, maintains and updates academic records, interprets and applies academic policies, certifies eligibility for baccalaureate degrees, determines resident fee classification for tuition purposes, schedules all academic classes and classroom facilities, provides academic departments and faculty with student information for grading and advising purposes, verifies enrollment and degrees awarded, plans and directs the commencement ceremony, and determines eligibility for student participation in athletics, extracurricular and honor society activities, as required.

Official Transcript Requests

This office only processes requests sent via standard mail, ordered through the online Clearinghouse (see below "Online Orders"), or submitted in person.

Emailed, Phoned, or Faxed Requests

To have an official transcript mailed to yourself or to another address, please send a completed Request for Official Transcripts Order Form OR provide the following:

  1. Your Full Name including any Previous Names
  2. Social Security Number or Student ID Number
  3. Date of Birth
  4. Dates of Attendance
  5. Complete Address of Transcript Recipient
  6. Your Complete Address and Telephone Number
  7. Your signature - required!
  8. $3.00 for each transcript - check or money order only!

Online Orders:
If you would like to pay for your official transcript with a credit card, you may do so through our arrangement with the National Student Clearinghouse®. This service is accessible on-line at www.studentclearinghouse.org. To order official transcripts online, you will need a valid credit card, an email address, and access to a fax machine. There is an additional processing fee of $2.25 per recipient.

"Hold" Information:
If there is a "Hold" on your Montana State University account, your transcript request cannot be processed.

Rush Requests:
For an additional fee of $20.00, official transcripts can be sent overnight to most states via a high-speed mail service. Please call for additional instructions.

Faxed Transcripts:
Transcripts may be faxed, but are unofficial unless faxed to a college or university in Montana. The cost for a faxed transcript is $5.00 per copy.


Unofficial Transcripts
This office does not issue unofficial transcripts; however, if you attended MSU-Bozeman after 1989, you may obtain your unofficial transcript online through the secure area of the "My Info" site, or by following the Unofficial Transcripts Instructions.

Normal official transcript processing time is 3-5 days. Please note that students enrolled in the Spring 2008 Semester may not receive a transcript until ALL Spring Semester grades have been posted.

Diplomas

Official diplomas are awarded upon the completion of degree requirements, and are a recognition of individual achievement by Montana State University. Individuals who wish to order replacement copies of previously awarded diplomas may do so with a written, signed request submitted to the Registrars Office along with prepayment of $25.00. Those requests usually take 5-6 weeks for the printers to process, after which the official diploma will be mailed to the graduate.

Diplomas will reflect the date of the end of the academic term in which the degree is granted. Commencement is held annually in May, for those students completing degree requirements during Summer, Fall and Spring semesters for that academic year.

Change of Address

It is important for new, current and returning students to update address information with the Registrar's Office as soon as an address or telephone number changes. Because of our integrated student records data base, other departments use these addresses to mail bills, refund checks, and other important documents or notices. Students can update an address online via the MyInfo web site, or, if the appropriate changes cannot be made in MyInfo, by submitting an Address Change Form to the Register's Office at 101 Montana Hall. Name Changes

Accurate legal names must be associated with individual academic records, so that official records on file are correct. Confusion regarding transcripts occurs when names on our academic records do not reflect an individual's current status. Once a legal change of name occurs due to marriage, divorce, or other reasons, a Name Change Form should be promptly filed with the Registrar's Office. Legal documentation--a copy of the Official Court Document indicating the change of name and a copy of the new driver's license and a copy of the new Social Security Card--is required for all name changes. Intent To Register and In Absentia

The "Intent To Register" form is intended for returning students who have not been enrolled at Montana State University for one or more semesters, excluding summer session. The same form is used for students registering "In Absentia."

Intent to Register: Individuals are considered former returning students who have attended Montana State University-Bozeman in the past but not the immediately preceding term. An Intent to Register form should be completed and returned to the Registrar's office a minimum of 30 days prior to the registration period for the term desired. This form is available at the Registrar's Office or can be mailed/faxed upon request. The completed, signed form should be returned to the Registrar's Office, where it will take approximately one week to process, and must be submitted at least one month prior to registration for the term desired to qualify for pre-registration.

In Absentia: A student must be registered at Montana State University the semester of his or her graduation. If the student is not required to take any courses at Montana State University during the final semester, he or she must process an In Absentia registration and pay the $30.00 registration fee before the end of the third week of the semester he or she expects to earn a degree.

The following items are required of each former student:

  • A completed Intent to Register Form.
  • An official transcript from each college or university you have attended since last attending MSU-Bozeman. After registration is complete, a transfer credit equivalency will be provided. Information regarding policies and procedures of acceptance of transfer credit can be found in the catalog under the Transfer Students section.
  • Students who have received a bachelors degree at MSU-Bozeman interested in taking additional work not applicable towards a degree, should complete and file a Non-Degree status application with the College of Graduate Studies.
  • Students who completed a bachelors degree at another institution since last attending MSU-Bozeman who are interested in pursing another bachelors degree here, should file an Intent to Register form, to declare a Second Bachelor's Degree.
  • Returning international students must contact the Office of International Programs at nathalie@montana.edu or at 406-994-4031 to determine if a new I-20 Form must be obtained to renew Student Visas.

Board of Regents’ Residency Policy Summary and Instructions

Note: the following statements have been summarized from the original document, "Student Guide to Residency Policy: Montana University System", as published by the Montana Board of Regents of Higher Education. The student is encouraged to review the entire document, which may be obtained from the Registrar’s Office, Montana State University.

A person who is considered a non-resident for tuition purposes may be reclassified as a resident when the following conditions have been met:

  1. A person must be physically present in Montana for 12 continuous months. A total of 30 days absence from the state is allowed during the 12-month period.
  2. The 12-month period does not begin until at least one act that clearly indicates the intent to become a Montana resident is taken. Physical presence in Montana alone will not serve to start this period. The legal starting action must occur in the preceding year, on or before the 15th class day of the term for which reclassification is requested. You are expected to act in a manner consistent with Montana residence, and do all those things required by law of a Montana resident.
    Sufficient acts to begin the period are:

    1. A Montana vehicle registration is obtained (Note: if you are employed, Montana law requires that you register any vehicle you own or operate, even if your name is not on the title, i.e. parent’s vehicle).
    2. A Montana driver's license is acquired.
    3. A Montana voter registration is acquired.
    4. A principal residence (house or mobile home) is purchased and a MT title obtained.
    5. A resident Montana income tax return is filed.
    6. Only if items a-e do not apply, an Affidavit of Intent can be filed.

An individual who is enrolled for more than half-time status at a post-secondary school during any semester that falls within the 12-month period is presumed to be present in the state primarily for educational purposes, and such periods will not be generally be considered as part of the 12-month period of the policy. At Montana State University, 6 credits is considered half-time enrollment status for both undergraduate and graduate students.

        A person seeking resident status must demonstrate that as an independent person, he/she is at least 51% financially independent, and that he/she is not claimed as an exemption by a non-resident parent or legal guardian on federal income taxes, commencing with the tax year in which the 12-month period begins.

        During the 12-month period and thereafter, an individual is expected to act in a manner consistent with Montana residency and do all those things required by law of any resident. Examples of inconsistent or contradictory actions are voting absentee ballot in another state, receiving financial benefits from another state based on residence, maintaining legal ties with another state, participation in an exchange program such as the Western Undergraduate Exchange (WUE) or National Student Exchange (NSE) that affect fee status, or receiving financial aid/scholarships based on residence other than Montana.

Special Circumstances and/or Exemptions to the Policy:
  • A minor or un-emancipated person may be considered a resident if:

    1. The student normally resides with a parent who is a resident of Montana,
    2. If the parent who takes the student as an exemption for federal income tax purposes, or supplies the majority of their financial support (51%), is a Montana resident.

  • A person who is absent from Montana in excess of a total of 30 days during the 12-month period is presumed to lack the necessary intent to acquire MT residency, and will remain classified as a non-resident. He/she may begin another 12-month period of continuous physical presence upon their return to Montana.
  • Time spent in prison or city/county jails does not satisfy the 12-month residency requirements unless the individual had taken acts to establish the intent to become a Montana resident prior to incarceration.
  • Members of the armed forces stationed in Montana on regular active duty, their spouse, and dependent children will be classified as residents during the tour of duty. This does not include service in the Montana National Guard and/or Reserve Units unless full-time, active duty status can be proven.
  • A person domiciled in Montana who is employed in a permanent, full-time job, his/her spouse, and dependent children are considered residents of Montana without fulfilling the 12-month period, if demonstrated proof can be provided that the primary purpose for the move to Montana was not education, and that all legal ties have been changed to Montana, i.e. driver’s licenses, vehicle and voter registrations, etc. This exemption to the 12-month period is based upon a permanent, full time job offer and acceptance of that offer prior to the individual’s move to Montana, or the submission of any Application for Admissions materials to a college or university in the state.
  • Any graduate of a Montana high school accredited by the Board of Public Education who is a citizen of the U.S. or a Permanent Resident Alien, who registers as any unit (college) of the Montana University System no later than the 4th fall term following the student’s high school graduation shall be eligible for in-state fee status for five years from the date of initial registration or until the achievement of a baccalaureate degree, whichever occurs first, provided that the individual attended the Montana high school for the entire senior year.
  • It is presumed that an individual who was formerly eligible for in-state fee status who has been absent from Montana for a period of 12 months or more, has abandoned in-state status. This presumption does not apply to individuals who can demonstrate that Montana residence was maintained during the absence, and no actions were taken in contradiction of the claim of Montana residence. Examples of such evidence would be: maintaining legal ties with Montana, i.e. driver’s license, voter registration/voting absentee ballot, vehicle registration, and the filing of full-year resident Montana income tax returns on all income earned. This presumption of non-residence does not apply to individuals who left the state solely for educational purposes or for military service, provided the individual did nothing to contradict Montana resident status. If contradictory actions are taken, the individual could lose Montana resident status for fee purposes immediately, e.g. employment in another state, legal ties changed to another state, and/or filing resident income tax returns in a state other than Montana.

To Petition for in-state classification of residency/fee status, a student must submit the questionnaire found in the Board of Regents’ Residency Policy Pamphlet, with appropriate documentation of answers (see: Documentation to Accompany Residency Petition) by the prescribed deadlines.     Graduation and Admission Requirements Committee

    The Admission and Graduation Requirements Committee (GARC) considers appeals and/or petitions from students seeking waivers of established admission and graduation requirements. For admission appeals, the Committee is composed of the Vice Provost for Academic Affairs (chairperson), the Registrar and Director of Enrollment Services, and the Assistant Dean of the College in which the student is enrolled. Information about the appeals process can be obtained from the Registrar's Office.

    The Graduation and Admission Requirements Committee plans to meet the second & fourth Wednesday of each month.

    The The Core Equivalency Review Committee (CERC) considers appeals and/or petitions from students seeking waivers or substitutions of established core course requirements.

    The Core Equivalency Review Committee plans to meet twice a month.
