Stock: White spunbonded polyethylene with the characteristics of
DuPont's product No. 1073.
Note: Not less than 25 pct postconsumer material. Any percent over
25 percentage points, is encouraged, provided that the requirements of
this Standard are met.

A tolerance of 0.03 mm (0.001 inch) shall be allowed.
Construction: Center seam envelopes with one open end forming a sealing
flap not less than 23 percent of the width of the envelope. The center
seam shall overlap a minimum of 16 mm (\5/8\ inch) or 6 percent of the
width of the envelope, whichever is greater. The width of the overlap
of the bottom flap shall be not less than 10 percent of the width of
the envelope, in no case shall this overlap be less than 21 mm (\13/
16\ inch). The envelope may or may not have gussets as specified.
Flap adhesive: Shall have a pressure sensitive adhesive, (1) latex self
seal or (2) with a removable strip-release liner system as specified
by the ordering agency.
Latex self-seal: The sealing flap and the area on the back of the
envelope which is covered by the sealing flap shall each be coated
with a 38 mm (1\1/2\-inch) strip of pressure sensitive adhesive. These
adhesive strips shall contact each other when the envelope is sealed.
The cohesive force holding these flaps closed shall be not less than
0.15 kN/m (0.40 kg per linear inch) when measured by a 90\1/2\ tape
pull (T-pull) at a constant rate of elongation of 20 mm/mm.

Release liner adhesive: The sealing flap shall contain permanent type
pressure sensive adhesive and a suitable protective cover sheet, or at
the contractor's option, may be a strip of transfer tape with not less
than 25 mm (1-inch) wide adhesive.
Aggressiveness of adhesive must cause substrate damage upon opening
envelope 12 hours after sealing. Adhesive must have functional
characteristics of 3M's Scotch Y-9498.
General appearance: Evelopes shall conform to the standard sample(s)
adopted by the Government.
Color: The envelopes in the order shall be uniform with a target
brightness of the white paper not less than 81 pct. When a match to a
Government color standard has not been specified, the commercial
standard for white is applicable. The color variation shall not exceed
DE(CIELAB)=1.0.
Finish: Shall be similar to the commercial product TyvekTM.
Cleanliness: The dirt count for each side of the paper shall not
exceed 250 specks per square meter. No envelope (up to 300 cm\2\ in
size) shall contain more than one obvious and objectionable foreign
particles with an equivalent area of 0.25 mm\2\ or greater on the face
of the envelope. (The number of particles permitted is proportinately
higher for larger envelopes.)
Sampling and testing: Shall be conducted in accordance with standards in
Part 2, Government Paper Specification Standards.

Unless otherwise specified, the following is automatically waived when
printing or duplicating is to be accomplished on commercial contract
Construction: Shall be as specified by the ordering agency as to whether
``flat'' or ``gusseted'' and with ``latex self seal'' pressure-
sensitive adhesive or with a ``removable strip'' over the adhesive.
Size: The size of the envelope shall be as ordered. A tolerance of -2
mm, +4 mm shall be allowed. Dimensions are inside measurements. The
size of the gusset shall be specified. A tolerance of +2 mm shall be
allowed on the gusset.
Pressroom conditions: The bulk of these envelopes will be used in air-
conditioned pressrooms maintained at 24 2 deg.C and 45
8 pct relative humidity or offices with atmospheric
conditions of 21 5.5 deg.C and 50 20 pct
relative humidity.
