For highest quality offset printing of certificates, citations, diplomas, etc. requiring execution with pen and ink, erasing quality, 
and permanence and suitable for processing in laser printers. Printed matter may include text and line illustrations. 

 

Stock: 100% cotton or linen fibers. No fluorescent 
(optical) brighteners shall be added to the pulp or paper 
during manufacture. Fluorescence, due to residual white 
water, broke, or natural fibers, is permissible; provided the 
increase in reflectance, measured with and without the 
ultraviolet component of a light source of 3100 kelvin in 
combination with a C.I.E. (International Commission on 
Illumination) Z (blue) filter, does not exceed 2.0%. 

Note:1 Postconsumer fiber, in any percentage, is 
encouraged, provided that the requirements of this 
Standard are met. 

 

Acidity: pH value, not less than 6.5 

 

Basis weight: 17 by 22 inches,

Folding endurance: Average not less

Ruling and writing quality: Lines ruled and character 
written with ball point and felt tip pens shall be clear cut 

and free from excessive feathering. 

 

 

Watermark: Paper shall not be watermarked. 

 

Erasing quality: Paper shall retain good ruling, writing, 
and typing quality, texture, and surface appearance, 
without ink spreading after repeated erasure. 

 

Curl: Paper shall like flat before and after processing 
through a high speed copier or laser printer with either no 
tendency to curl or with a curl which can be overcome 
under reasonable working conditions. 

 

General appearance: Paper shall conform to the standard 
sample(s) established by the Government. 

Brightness: Shall target not less than 80% or as specified. 

 

 Color: The paper in the order (or publication) shall be 
uniform and the color variation shall not exceed 
DE(CIELAB) = 1.0. 

Finish: Paper shall have a cockle finish 

Formation: Shall be uniform. 

Cleanliness: The dirt count for each side of the paper shall 
not exceed 250 specks per square meter. No sample sheet 
(600 to 650 cm2 in size) shall contain more than one defect 
with equivalent area of 0.25 mm2 or greater. 

 

 

Testing: Shall be conducted in accordance with methods in part 2, Government Paper Specification Standards. The
