principally on web-type presses. Printed matter may include ruled forms with text, line illustrations, and continuous tones. 
Slitting and pasting are included in press capabilities. End use of the paper is generally on impact-type computer printers, and 
mechanical bursters and decollators. 

 

Stock: 100% chemical pulp. 

Note: Not less than 50% total recovered fiber of which 30 
percentage points shall be postconsumer fiber. Recovered 
fiber, in any percent over 50 percentage points, is 
encouraged, provided that the requirements of this 
Standard are met. 

 

Basis weight: 17 by 22 inches,

A tolerance of +0.0005 inch shall be allowed. Paper shall 

be uniform and shall not vary more than 0.0004 inch from 
edge to edge. 

 

 

 
Ruling and writing quality: Lines ruled and characters 
written with ball point and felt tip pens shall be clear cut 
and free from excessive feathering. 

 

 

General appearance: Paper shall conform to the standard 
sample(s) established by the Government. 

Brightness: Paper shall have a target brightness 59%, -1% 
and +5% or as specified. 

 

Color: The paper in the order (or publication) shall be 
uniform and the color variation shall not exceed 
DE(CIELAB) = 1.0 

Finish and formation: Shall be uniform. 

 

Cleanliness: Shall match the Government standard. 

 

Testing: Shall be conducted in accordance with methods in part 2, Government Paper Specification Standards. The 
acceptance criteria Part 4 shall apply.
