 PROVIDING FOR CONSIDERATION OF THE SENATE AMENDMENT TO THE BILL (H.R. 
  3996) TO AMEND THE INTERNAL REVENUE CODE OF 1986 TO EXTEND CERTAIN 
              EXPIRING PROVISIONS, AND FOR OTHER PURPOSES

  Ms. Slaughter, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 894]

    The Committee on Rules, having had under consideration 
House Resolution 894, by a non-record vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of the Senate 
amendment to the bill, H.R. 3996, the ``Temporary Tax Relief 
Act of 2007.'' The resolution provides that it is in order for 
the chairman of the Committee on Ways and Means to make a 
motion that the House concur in the Senate amendment to H.R. 
3996.
    The resolution waives all points of order against 
consideration of the motion. The resolution provides that the 
Senate amendment and the motion shall be considered as read. It 
further provides that the motion shall be debatable for one 
hour equally divided and controlled by the chairman and ranking 
minority member of the Committee on Ways and Means. The 
resolution provides that, notwithstanding the operation of the 
previous question, the Chair may postpone further consideration 
of the motion to a time designated by the Speaker.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against the motion 
includes a waiver of clause 10 of rule XXI (prohibiting 
consideration of a measure if the provisions of such measure 
affecting direct spending and revenues have the net effect of 
increasing the deficit or reducing the surplus for a specified 
period of time).
