First to testify on VA implementation of PL 104-262 was Stephen Backhus, Director, Veterans' Affairs and Military Health Care Issues for the Health, Education and Human Services Division of the General Accounting Office (center). He was accompanied by Assistant Director Ronald J. Guthrie and Senior Evaluator Lisa R. Gardner.
Dr. Garthwaite was joined by several VISN directors across the country, including, from left, Dr. John R. Higgins, M.D., VISN 16; Dr. Robert H. Roswell, M.D. VISN 8; and Dr. William (Ted) Galey, M.D., VISN 20.
