Yes - Advanced payment to GPO for printing and binding is authorized by 44 USC §310, which reads in part, "Adjustments on the basis of the actual cost of delivered work paid for in advance shall be made monthly or quarterly and as may be agreed by the Public Printer and the department or establishment concerned."

Do Appropriated Funds lose their Fiscal Year identity?

If you have concerns about maintaining fiscal year integrity of funds placed on deposit with GPO, you can address this issue easily by opening a new deposit account at the beginning of the next fiscal year and include the new account number on orders placed in the new year.

After all your orders have cleared through the prior year's deposit account, you may request a refund of any unused funds.
