Today the Committee will hear testimony from Federal Reserve Chairman Ben Bernanke on the outlook for the nation’s economy, the Fed’s conduct of monetary policy and the status of important consumer protection regulations that are under the Fed’s jurisdiction. This is Chairman Bernanke’s second appearance before the Committee this year. Mr. Chairman, it is good to have you.

I call the Committee to order. Today the Committee meets to discuss the state of our nation’s economy and capital markets. I am pleased to welcome before the Committee three of country’s leading economic figures, Treasury Secretary Hank Paulson, Federal Reserve Chairman Ben Bernanke, and Securities and Exchange Commission Chairman Chris Cox. Gentlemen, thank you for joining us today. I want to note that the last time the heads of all three of these agencies appeared jointly before the Committee to discuss the state of our nation’s economy was in the immediate aftermath of the tragic attacks of September 11, 2001. While the challenges the nation’s economy faces today are very different from those that were faced then, today’s economic challenges are, unfortunately, no less serious.

After marking the 15th anniversary of the enactment of the Family and Medical Leave Act (FMLA) on February 5th, Senator Chris Dodd (D-CT), Chairman of the Senate Health, Education, Labor, and Pensions (HELP) Subcommittee on Children and Families, discussed how to build upon the success of FMLA in the coming years at a press conference today.  Senator Dodd is the author of FMLA, which has allowed more than 60 million workers to take up to 12 weeks of unpaid leave if they are ill or if they need to care for a sick family member or new child.  Among the topics to be discussed at the event will be “The Family Leave Insurance Act,” a bill to provide up to 8 weeks of paid leave under FMLA that was introduced by Senator Dodd and Senator Stevens (R-AK) last year, and the new FMLA regulations recently proposed by the Department of Labor.

Thanks for joining me here. Yesterday was a big day in the Foreign Relations Committee.  I thought I would just take a minute or so and tell you the state of play and where things went. The Administration, of course, does not want to hear about anything except what they want to do. And the escalation President Bush speaks of is merely just the status quo plus 22,000 more young people put in harm’s way.

This morning, the Senate Foreign Relations Committee, of which Senator Dodd is a senior member, met to consider a non-binding resolution to express the Senate’s opposition to the President’s Iraq strategy escalating troop levels within Iraq.  This resolution passed.

Well I was terribly disappointed when the Senate of the United States adopted the Military Commissions Act of 2006.  This was a major step back for our country in my view.  I was terribly disappointed that the Senate of the United States decided to retreat from the Geneva Conventions, retreat from the insistence of avoiding torture as a tactic for gaining information. It seems to me that this was a blow for those of us who really are interested in bringing terrorists to the bar of justice, getting convictions, providing protection for our own soldiers and building the kind of international support we’re going to need to have in the 21st century.
