The Senate will convene at 10:00am and will begin consideration of HR 7081, the U.S.-India Nuclear bill. There will be 90 minutes of general debate time, equally divided. The only first-degree amendments in order are a Dorgan amendment (Policy/Indian test) and a Bingaman amendment (Reporting requirement). Each amendment will receive 60 minutes of debate time.
Following completion of debate on HR 7081, the Senate will begin consideration of HR 1424, the Paul Wellstone Mental Health and Addiction Equity Act (the vehicle for the Economic Rescue package). When the Senate begins consideration of HR 1424, a Dodd amendment (Economic Rescue package /Tax extenders) will be introduced and there will be 90 minutes of debate. The only other amendment in order will be a Sanders amendment (Tax on high-income individuals), for 60 minutes of debate (this amendment will be subject to a voice vote).
**THIS AGREEMENT IS ONLY VALID IF BOTH LEADERS ARE IN CONCURRENCE WITH THE PROVISIONS OF THE DODD AMDT.**
The Senate will recess from 12:30 – 2:15pm for the weekly party lunches.
At 7:00pm, the Senate will resume the House message to accompany HR 2905, the Rail Safety bill. There will be 30 minutes of debate prior to a vote on the motion to concur in the House amendment to the bill.
Following disposition of that bill, the Senate will take back up HR 7801, the US/India nuclear agreement, and proceed to up to 3 Roll Call Votes on a Dorgan amendment (Indian test), Bingaman amendment (reporting requirement), and passage of the bill.
**All of these votes will require 60 vote threshold to pass.
Following disposition of the US/India bill, the Senate will proceed to HR 1424, the vehicle for the Economic Rescue package, and the Senate will proceed to 2 Roll Call Votes in relation to the Dodd amendment (Rescue package/Tax Extenders), and final passage of the bill.
**All of these votes will require a 60 vote threshold to pass.
