Earmark Reform

Earmarks have gained the attention of the American people.  I welcome and encourage the increased scrutiny on the way our tax dollars are used.  My bill would create a bipartisan, bicameral Joint Select Committee on Earmark reform that would study earmarks at all levels - appropriations, authorizing, tax and tariff measures, and in the Administration's budget request - and to report back on Congress on areas for reform.  While the committee is conducting its review, no earmarks could be considered.  We need to give members of Congress, and the American people, a better idea of the bundle of fruit in each bill.
