Who May Apply: Institutions of higher education (IHEs), museums, libraries, and other public and private agencies, organizations, and institutions (including for-profit organizations) or a consortium of such agencies, organizations, and institutions.

The authorizing statute requires that each entity receiving a grant under this program must demonstrate expertise in historical methodology or the teaching of history. For the FY 2005 competition, the types of eligible entities have been limited to Institutions of higher education (IHEs), museums, libraries, and other public and private agencies, organizations, and institutions (including for-profit organizations) or a consortium of such agencies, organizations, and institutions.
