Working Group on Occurrence and Contaminant Selection Proposed Recommendations

Background

SDWA 1996 Amendments - by February 1998 EPA shall publish a list of contaminants, which at the time of publication, are not subject to any proposed or promulgated national primary drinking water regulations, which are known or anticipated to occur in public water systems, and which may require regulation

The list, the Drinking Water Contaminant Candidate List, identifies contaminants for which the Drinking Water Program will devoted resources toward to determine the appropriate action regarding the contaminant, whether it be health advisories, other guidance, toxicity research, and monitoring. The Candidate List will be used to select contaminants for determining whether or not regulations will be developed pursuant to the SDWA 1996 Amendments.

The Task - Start with 380 contaminants, use criteria developed by Working Group on Occurrence & Contaminant Selection, identify contaminants for a draft Candidate List, approximately 30-50, to be published in order to seek comment

The Outcome - Based on use of the criteria, 71 contaminants have been identified for the draft Candidate List

Recommendation

1. It is recommended that the List (see attached) be the draft Contaminant Candidate List.

2. It is recommended that the List be published as draft in the Federal Register to seek public comment.

3. It is recommended that in the Federal Register notice the information needs be specially stated, and comment sought for subsequent division of contaminants into "categories," dividing contaminants based on whether there is sufficient or insufficient information for regulatory determination. It is recommended that additional information and comment be sought on the inclusion of perchlorate on the final Candidate List.
