Funding

A number of federal and state sources are available for funding septic (onsite) wastewater projects and management. This site offers some common funding sources that might be helpful.

Federal Sources

Catalog of Federal Funding Sources for Water Protection

EPA Nonpoint Source Section 319 Grant Program - Under section 319 of the Clean Water Act, EPA annually provides grants to states for controlling nonpoint sources of pollution, such as agricultural runoff, mining activities, and malfunctioning onsite septic systems. In states where onsite systems have been identified as a significant source of such pollution, the section 319 funds may be used to construct, upgrade or repair onsite systems. U.S. Department of Agriculture, Rural Development Exit EPA Site - Rural Development has funds available to cover some repair and maintenance. The funding requirements and programs change each year, so check the Web site to see the application deadlines, eligibility requirements and places where you can get more help in applying for program dollars.

U.S. Department of Housing and Urban Development Exit EPA Site - HUD provides funds annually to the states, which administer community development block grant (CDBG) programs. These programs provide grants to communities for various purposes, including rehabilitation of residential and nonresidential structures, construction of public facilities, and improvement of water and sewer facilities.

State Sources

Catskill Watershed Corporation Septic System Rehabilitation and Replacement Program - The 1997 New York City Watershed Memorandum of Agreement (MOA) allocated $13.6 million for residential septic system repair and replacement in the West-of-Hudson Watershed through 2002. In November, 2002, the US EPA granted a five-year extension of the City's Filtration Avoidance Determination, an agreement that extends funding for the Septic Program to accommodate 300 systems per year for another five years.
