Faith-based and community organizations interested in creating or expanding community technology centers for disadvantaged residents of economically distressed urban and rural communities are encouraged to apply for a novice applicants, eligible faith-based and community organizations will have the opportunity to compete with other first time applicants for government funding. The U.S. Department of Education encourages the participation of novice applicants in the CTC program and has reserved up to 25 percent of available program funds (approximately $8,106,250) for grants to novice entities submitting high-quality applications. A technical assistance webcast for novices will be posted shortly. Check the website above periodically for notice that the webcast is available. The application deadline is July 21, 2003.
Faith-Based and Community Organizations may also apply under the general competition which was published in the Federal Register on June 3, 2003. The Office of Vocational and Adult Education has prepared a technical assistance webcast for this competition. The application deadline for the general competition is July 7, 2003.

Novice Applicant
The applicant must (i) have never received a grant or a subgrant under the Community Technology Center program; (ii) have never been a member of a group application, submitted in accordance with 34 CFR 75.127-75.129, that received a grant under the Community Technology Centers program; and (iii) have not had an active discretionary grant from the Federal government in the five (5) years before the deadline date for applications in this competition.
