The Office of Management and Budget's Final Bulletin for Agency Good Guidance Practices (23 pp, 158K, About PDF) directs EPA to "designate an office...to receive and address complaints by the public that the agency is not following the procedures in this Bulletin or is improperly treating a significant guidance document as a binding requirement."
