New Sources of Emissions under the New Source Review Program

The goal of the Federal New Source Review (NSR) program is to ensure emission increases from new or modified sources (e.g., power plants, industrial and manufacturing facilities) do not exceed state and federal health standards. To accomplish this goal, the NSR program imposes several tough requirements that evaluate and reduce potential impacts. First, the program requires sources to install state-of-the-art control equipment and incorporate less polluting processes that reduce the potential impact from new emissions. Sources are also required to perform a thorough air quality impact analysis using advance emission modeling procedures to ensure compliance with all emission standards.

To ensure public involvement, the NSR program imposes a mandatory public comment period for all new draft permits. The comment period gives the public access to the information used by the permitting authority to support their draft permit decisions. The public is also allowed an opportunity to provide recommendations on the draft permit that the permitting authority must address in the final permit issuance.
