Total Maximum Daily Load (TMDL) Program

TMDLs specify the maximum amount of a pollutant a waterbody can assimilate and still meet a State’s water quality standards. The TMDL process links the development and implementation of control actions to the attainment and maintenance of water quality standards and designated uses.

States are responsible for listing waters that are impaired and submitting the lists to U.S. Environmental Protection Agency for review and approval. Then, States must develop an analysis of the sources of pollutants causing the impairments, and the reductions of each source to address the impairments.

State practices for water bodies impaired due to storm water are documented in the recently-completed report entitled "Total Maximum Daily Loads and National Pollutant Discharge Elimination System Storm Water Permits for Impaired Water Bodies: A Summary of State Practices."

2007 Minnesota Statewide Mercury TMDL

On March 27, 2007, U.S.EPA Region 5 approved two regional mercury TMDLs submitted by the State of Minnesota for 511water bodies impaired by mercury.
