Small Business Liability Relief and Brownfields Revitalization Act
To provide certain relief for small businesses from liability under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, and to amend the act to promote the cleanup and reuse of brownfields, to provide financial assistance for brownfields revitalization, to enhance state response programs, and for other purposes. Brownfields Technology Support Center (BTSC)
U.S. EPA created the Brownfields Technology
Support Center 
(BTSC)
as a resource available to local and state Brownfields' staff to explore and understand the range
of technology options for both investigation and cleanup of their specific sites. The center
taps the expertise of EPA personnel in laboratories in Ada, Okla., Cincinnati, and Las Vegas
to ensure that decision makers in the cities and states have the resources available to understand
and review the applicability of the most efficient characterization and clean-up strategies available.
Great Lakes Environmental Finance Center (GLEFC)
Great Lakes Environmental Finance Center (GLEFC) is based in Cleveland State University 's
Levin College of Urban Affairs. GLEFC is one of nine university centers established by U.S.

Technical Assistance to Brownfields (TAB) Communities
The Center for Hazardous Substance Research (CHSR) at Kansas State University provides free technical assistance and outreach services to communities dealing with revitalization issues under its TAB (Technical Assistance to Brownfields communities) program.
The TAB program was established as part of EPA's Brownfields Initiative to help communities address/redevelop properties that have been damaged or undervalued by real or perceived environmental contamination.
TAB provides technical assistance tailored to the specific needs of each city or nonprofit organization served. The type of assistance CHSR typically provides includes:
- Review of documents such as Requests for Proposals to contractors for Phase I and Phase II environmental site assessments, site cleanup plans, proposals from contractors, work plans, feasibility studies, or technical reports
- Review of EPA and other grant applications
- Identification of potential funding sources for revitalization projects
- Assistance with redevelopment planning through visioning workshops
- Research on special topics of interest at a particular site
- Technical presentations, workshops, and seminars
- Assistance with community education and outreach events
- Serving as liaison between communities, state/federal agencies, or other entities
