Description:

Objective:

During 1993 and 1994, UWMRC conducted a joint research program on regional solid waste management with the Institute for Recyclable Materials (IRM) at Louisiana State University. The result of the research was a methodology for analyzing the costs associated with large or regional waste management systems as compared to local waste management. The UWMRC/IRM study included a number of integrated solid waste management techniques including recycling, composting, and waste-to-energy as well as conventional landfilling methods. The project culminated in a state of the art computer program for predicting future waste management collection, treatment, and disposal costs. The Regional Solid Waste Management computer program was initially used to compare the future cost of waste management in Metro New Orleans, an area that includes approximately 1.5 million people. The study concluded that regional cooperation on solid waste issues could result in tangible cost savings of more than $200 million over the 20-year planning horizon.

As a result of the initial work performed by the UWMRC and IRM, regionalization of solid waste disposal was identified by the leading business association in the Greater New Orleans area as one of the highest intergovernmental priorities. The business association sponsored further legal analysis of the methods available under Louisiana law for solid waste regionalization. UWMRC was asked to make numerous presentations on this topic to elected officials, business associations, and civic groups within metro-New Orleans. Efforts continue to promote a regional approach to waste management as one of the top intergovernmental priorities.

In 1995, UWMRC, IRM, and the Louisiana Association of Planning and Development Districts (LAPDD) were awarded a contract for a statewide study of regional solid waste management from the Louisiana Department of Environmental Quality (LaDEQ) and the Department of Natural Resources (DNR). The planning phase of the project, which was completed in early 1996, required a close working relationship between the university centers and the eight state planning districts in order to develop the necessary information for analysis of the potential regional waste management options across the state. The study concluded that the potential for regional cost savings exceeded $1 billion undiscounted or about $670 million when discounted to present value. The LAPDD districts have submitted proposals to LaDEQ and DNR for the second phase of the project in which more than $1 million is available to support the initial regional plans.
