Ocean Research Priorities Plan and Implementation Strategy

In 2000, Congress tasked the U.S. Commission on Ocean Policy (USCOP) to investigate and provide recommendations for a “coordinated and comprehensive national ocean policy.”  In July 2004, the USCOP published An Ocean Blueprint for the 21st Century with more than 200 recommendations, developed based on extensive hearings, written input, and public comment.  In December 2004, upon consideration of these recommendations, the Bush Administration released the U.S. Ocean Action Plan (OAP).  This broad plan proposed a fundamental restructuring of ocean governance, research, and management intended to “engender responsible use and stewardship of ocean and coastal resources for the benefit of all Americans.” 

In order to help identify the most important research challenges and opportunities, and to develop a coordinated response strategy, the OAP called for the National Science and Technology Council’s Joint Subcommittee on Ocean Science and Technology (JSOST) to prepare an Ocean Research Priorities Plan and Implementation Strategy, using a transparent process that included input from the ocean research community.

The National Ocean Research Priorities Plan and Implementation Strategy (pdf, 4.0 Mb) presents research priorities that focus on the most compelling issues in key areas of interaction between society and the ocean. This document also provides guidance on how the various ocean science sectors (government, academia, industry, and non-government entities) can and should be engaged, individually or through partnerships, to address the areas of greatest research priority and opportunity.

The National Ocean Research Priorities Plan and Implementation Strategy (pdf, 4.0 Mb) was developed by the JSOST using input generated from a public workshop held on April 18-20, 2006, public comment on a planning document for the priorities (March 27-May 15, 2006), and public comment on the draft priorities plan (Sept. 1-Oct. 20, 2006).  The JSOST also developed a series of public and conference information sessions to update the ocean community on the development of the national ocean research priorities.
