Brownfields Cleanup

There are several funding mechanisms to cleanup brownfields properties.

Brownfields Cleanup Grants
Petroleum and hazardous waste grants are available for the cleanup of brownfields properties. Cleanup grants provide funding for a grant recipient to carry out cleanup activities at brownfield sites. An eligible entity may apply for up to $200,000 per site. Due to budget limitations, no entity should apply for funding cleanup activities at more than three sites. These funds may be used to address sites contaminated by petroleum and hazardous substances, pollutants, or contaminants (including hazardous substances co-mingled with petroleum). Cleanup grants require a 20 percent cost share, which may be in the form of a contribution of money, labor, material, or services, and must be for eligible and allowable costs (the match must equal 20 percent of the amount of funding provided by EPA and cannot include administrative costs). A cleanup grant applicant may request a waiver of the 20 percent cost share requirement based on hardship. An applicant must own the site for which it is requesting funding at time of application or demonstrate the ability to acquire title. The performance period for these grants is two years.

Brownfields Cleanup Revolving Loan Fund
The Brownfields Revolving Load Fund (BCRLF) Program is a competitive grant program awarded to communities to set up and offer low interest loans for brownfields cleanups. As part of this Initiative, EPA has awarded Brownfields Cleanup Revolving Loan Funds (BCRLF) to states, cities, towns, counties, territories, and Indian tribes to establish brownfields cleanup revolving loan funds that direct special efforts toward facilitating coordinated public and private efforts at the federal, state, and local levels.

From the BCRLF grant funds, states, political subdivisions, and Indian tribes may provide loans and subgrants to public and private parties for the purposes of cleaning up brownfields sites that already have been assessed for contamination. Loan repayments provide a continuing source of capital for states, political subdivisions, and Indian tribes to direct and facilitate brownfields site cleanups by providing additional loans to other eligible recipients for brownfields site cleanups.

Job Training Grants
The Brownfields Job Training Program is also competitive grant program awarded to eligible entities to provide hazardous waste training for local brownfields residents who can then take advantage of new jobs cleaning up brownfields and other hazardous waste sites.
