Region 6 Pretreament Program

The Industrial Pretreatment Program prevents the discharge of pollutants to Publicly-Owned Treatment Works (POTWs) which will interfere with the operation of the POTW or its use and disposal of municipal biosolids. In addition, the Pretreatment Program prevents the introduction of pollutants to POTWs that may pass through into rivers, lakes and streams causing toxicity or other impacts. Implementation of the Pretreatment Program is defined at 40 CFR Part 403. These regulations describe the responsibility of the EPA, states, POTWs and industrial users in protecting the POTWs, sewer systems, biosolids, receiving waters, and worker health and safety.

EPA Region 6 directly implements and enforces the pretreatment program in New Mexico. The states of Arkansas, Louisiana, Oklahoma and Texas have been authorized by EPA to implement and enforce the Pretreatment Program in their respective states. EPA acts in an oversight and technical assistance role for these state programs. There are currently 143 approved Pretreatment Programs in the five-state Region and they control over 2100 significant industrial users (SIUs).
