F. Office of Migrant Education

The Office of Migrant Education (OME) administers programs for migratory children authorized under Parts C and B of Title I of the Elementary and Secondary Education Act of 1965, as amended; the High School Equivalency Program (HEP) and the College Assistance and Migrant Program (CAMP) authorized under Title IV, Higher Education Act of 1965, as amended: and Section 418A, Special Educational Programs for migrants and other seasonal farm workers. These programs provide financial assistance to State educational agencies, institutions of higher education, or other institutions serving migratory children of migratory agricultural workers and migratory fishers and, with respect to HEP and CAMP, seasonal farm workers. Programs under these authorities are designed to meet the special educational needs of such children whose schooling is disrupted by moving, and to aid in their continued development to full potential.

The administration of these programs involves providing national leadership for the coordination and integration of services to migrant children at the Federal, State and local levels; administering grants and contracts; participating in the formulation, development, and design of operating programs; preparing program and administrative budgets and other management documents as requested; promoting inter- and intra-agency coordination of programs serving migrant children; preparing responses to program correspondence; directing the program groups, ad hoc and standing teams housed in OME; operating programs and managing components; and establishing organizational procedures for the staff of OME.

OME is headed by a Director who reports to the Assistant Secretary and/or Deputy Assistant Secretary for Elementary and Secondary Education and who advises the Assistant Secretary and/or Deputy Assistant Secretary on matters related to the programs administered by OME. The Director promotes cooperative efforts among various governmental and community officials and groups on matters involving the effective administration of programs administered by OME, and establishes cooperative working relationships with other units in the Department and other agencies, to facilitate identification and dissemination of effective practices.
