Counterterrorism Fund resources are used typically to reimburse any Department of Justice organization for (1) the costs incurred in reestablishing the operational capability of an office or facility that has been damaged or destroyed as a result ofany domestic or international terrorist incident, and (2) the costs of providing support to counter, investigate or prosecutedomestic or international terrorism, including payment of rewards in connection with these activities.In addition, the Fundmay be used to reimburse any federal agency for costs of detaining in foreign countries individuals accused of acts ofterrorism that violate the laws of the United States.In 2003, the $35 million requested would enhance the critical intelligence support that DEA provides to the FBI and otheragencies conducting counterterrorism activities.The requested resources will increase DEA's Special Operations/Intelligencecapability to gather real-time intelligence, analyze sensitive data, and disseminate valuable information on the command andcontrol activities of terrorist organizations that cannot be obtained through other intelligence methods.DEA will use theadditional capability gained from these resources to respond to direct project tasking requirements from the FBI and otheragencies conducting counterterrorism activities.
