The opinions and findings expressed in the Working Papers are those of the authors and do not necessarily represent those of the Environmental Protection Agency or of the National Center for Environmental Economics. Papers in the series are either authored by NCEE researchers or produced with funding from NCEE.
NCEE is committed to maintaining a high standard of quality in the Working Paper series. Therefore, a satisfactory peer review is required prior to publication in the series, though the standards for a satisfactory review are not as restrictive as those required for EPA publications or scholarly journals. Each paper must receive two favorable reviews prior to acceptance in the series. Please see Instructions for Authors and Instructions to Reviewers for a more detailed description of the review process and paper eligibility.
