Using Our Facilities

Specialty laboratories and other unique research resources can be used by scientists and engineers in other federal agencies, states, academic institutions, non-profit organizations and private companies. Provisions are in place to ensure that EPA research will not be impacted by any agreements. EPA will also provide federal employees to operate the facilities in most cases.

The following table contains examples of how EPA's research and development facilities may be used and administrative mechanisms to employ for each type of use.

Research conducted jointly by two Federal agencies Inter-Agency agreement
Collaborative research involving EPA and other, non-Federal government agencies and EPA is not primary beneficiary Inter-Government Agreement
Collaborative research involving EPA and a non-government outside party and both parties benefit Cooperative Research and Development Agreement (CRADA)
Non-collaborative research conducted by non-governmental researchers who pay for services provided and EPA is not a primary beneficiary Outside User Agreement
