THE TERTIARY EDUCATION LINKAGES PROJECT (TELP)
Integrated Education Program (IEP)
A contract was signed in March 2004 with Research Triangle Institute (RTI) to
implement USAID South Africa’s new Integrated Education Program (IEP). The
objectives of the IEP are as follows:
- enhanced capacity of teachers (targeted to the teaching of literacy, numeracy,
mathematics and science);
- effective implementation of the Revised National Curriculum Statement (RNCS),
with a focus on literacy, numeracy, mathematics and science curriculum;
- improved educational management and enhanced school governance;
- integration of HIV/AIDS issues into the curricula and teaching;
- increased numbers of mathematics and science teachers trained through
pre-service programs; and
- support to the provincial and national Departments of Education through the
implementation of “special activities.”
To achieve these objectives the following lower level results, or outputs, must
be reached:
- Increased subject matter knowledge for teachers in the areas of numeracy and
literacy (grades 1 -3) and mathematics and science (grades 4 – 9) in the
selected schools in the four target provinces of KwaZulu-Natal, Limpopo, and
the Eastern and Northern Cape Provinces;
- Increased subject matter knowledge for teachers in the areas of mathematics
and science (grades 10-12) in the targeted schools in the Northern Cape Province participating in the pilot program during first two
years of the project;
- Enhanced assessment skills for basic education teachers in the selected
schools in the four targeted provinces;
- Enhanced assessment skills for teachers (grades 10-12) in the targeted high
schools in the Northern Cape participating in the pilot program during the first two years of
the project;
- Increased knowledge, teaching and administrative skills, and effective
implementation by administrators and teachers of mathematics and science
curricula embodied in the RNCS in the selected basic education schools in the
four targeted provinces;
- Increased awareness of HIV/AIDS issues through integration into the curricula,
and teaching and learning;
- Improved management systems for educational institutions and improved
administrative and managerial skills for personnel at the national,
provincial, and district levels and in selected basic education schools in the
four targeted provinces;
- Increased participation by communities in the governance of selected basic
education schools in the four targeted provinces;
- Increased participation in pre-service teacher training programs emphasizing
mathematics and science knowledge and skills;
- Special results to be achieved as targets of opportunity, consistent with the
program objectives, as they may arise.

Tertiary Education Linkages Project
United Negro College Fund Special Programs Corporation has entered into a contract with the United States Agency for International Development to manage the
Tertiary Education Linkages Program (TELP) in South Africa. The purpose of the
contract is to increase the institutional capacity of South Africa's 17
Historically Disadvantaged Universities and Technikons (HDIs) and to assist the
Government of South Africa to implement its national higher education policy.
This purpose will be achieved through results in four areas:
