GSA's Federal Protective Service Signs Agreement WithD.C. Metropolitan Police Department
August 8, 2001 Washington, D.C. - The General Services Administration (GSA) announced today that its National Capital Region has signed a Memorandum of Understanding with the Washington, D.C., Metropolitan Police Department that expands GSA's Federal Protective Service (FPS) jurisdiction beyond the property lines of individual office buildings. FPS will work in partnership with the Metropolitan Police Department (MPD) to provide law enforcement services covering a 300-foot perimeter beyond the property line where FPS provides protective services, including curb-to-curb street areas adjacent to FPS-protected property. "GSA is pleased to enter into this agreement with the District of Columbia," said Paul Chistolini, Deputy Commissioner of GSA's Public Buildings Service. "It will allow us to collaborate with MPD in training, record- keeping, and investigative work. All FPS officers will possess the same arrest powers as MPD officers. MPD will support FPS in property and evidence handling. While MPD will take the lead in all investigations involving the joint jurisdiction, they may hand off individual cases to FPS. FPS officers will participate in training programs at the MPD Institute of Police Science, enabling them to be certified in DC regulations and procedures." This agreement complies with Section 11712 of Title XI of the Balanced Budget Act of 1997, PL 105-133, 111 STAT. 782, and with DC Law 13-246, the Federal Law Enforcement Officer Cooperative Act of 1999. The only exception to the joint jurisdiction occurs where the expanded area is already under the jurisdiction of another Federal agency. GSA hopes this will be the first of many partnership agreements with other communities across the nation. GSA is a centralized federal procurement and property agency that provides office space, supplies and services for the federal government.
