GSA's Public Buildings Service Recognized for Real Property InnovationGSA #9892 October 10, 2001 Washington, D.C. - Linking Budget to Performance, a major initiative in the General Services Administration's (GSA) Public Buildings Service (PBS), today received an Achievement Award for Real Property Innovation from GSA's Office of Governmentwide Policy. The program has resulted in additional income and savings to PBS of approximately $650 million since its implementation three years ago. "Linking Budget to Performance has significantly changed the culture and dramatically improved the performance of the Public Buildings Service," said Mr. Moravec, who accepted the award, on behalf of the nationwide team primarily responsible for development and implementation of the program, along with its companion, Good Practices. "The result is that existing resources can be directed to the worthy aim of constructing, repairing, renovating and modernizing America's public buildings, reducing the need for new dollars to be raised for these purposes. " Linking Budget to Performance provides the benchmarks PBS uses to award associates with outstanding performances. Its nine performance measures - known as the Big Nine - were established for associates to meet or exceed each year in a friendly competition. The most successful PBS regions receive increased budgets.Good Practices helps document improved performance throughout PBS. "Our personnel have become stakeholders in our business and are committed to maximizing performance in their respective areas of expertise, " Mr. Moravec said. "We have much to be proud of in PBS, and this is the latest affirmation." Michael McNew, Deputy Assistant Commissioner for Business Performance, also spoke during the ceremony at the American Institute of Architects, 1735 New York Ave., NW. "PBS associates are now thinking more creatively and trying innovative ideas to better their performance, and the results are 100% verifiable," Mr. McNew said. Linking Budget to Performance was recognized in the private sector last year, winning the prestigious Global Innovators Award from the International Development Research Council, the leading professional association for corporate real estate executives, mostly from Fortune 500 companies. GSA's Real Property Innovation Award promotes best practices and polices by recognizing and sharing them throughout the federal government. The Office of Governmentwide Policy's four-member jury of real property professionals, representing both the public and private sectors, selected Linking Budget to Performance as one of two winning entries from among 47 entries. PBS, the largest commercial real estate organization in the United States, provides approximately 339 million square feet of workspace in some 8,400 owned and leased buildings nationwide, which house more than 1 million federal employees.
