Packed with graphics and easy-to-follow information, it explains what the ADS is, its structure and content, how to access it (web and CD), and how to find Agency policy or required procedures within the ADS.
Series 200: Programming Policy

ADS 253 - Training for Development

New and Revised Policy Directives and Required Procedures:

This chapter was extensively revised throughout to comply with new homeland security regulations and to revise the procedures for requesting J-1 Visas for foreign nationals sponsored by USAID for participant training programs in the U.S. It also includes guidance on participant training that takes place in-country and in a third country. Additionally, the chapter explains new requirements for issuing demand letters to participants who fail to return to their home country after completing their training.

Some of the forms associated with this chapter are new or revised. The following internal mandatory references are also new or revised:

The Detailed Guide for Training Results and Best Practices Guide were revised editorially.

Series 400: Personnel

Series 400 Interim Update #04-03, Cash Awards for U.S. Citizen and Third Country National Personal Services Contractors

New and Revised Policy Directives and Required Procedures:

This policy asserts that cash awards are available immediately (5/14/2004) for U.S. Citizen and Third Country National PSCs. ADS 491, an AAPD, and the AIDAR will be modified within the next month to reflect the implementation procedures.

Series 600: Budget and Finance

ADS 634, Administrative Control of Funds

New and Revised Policy Directives and Required Procedures:

This chapter has been modified to update office symbols and incorporate standard CFO documentation requirements. It also incorporates policy reminder number 0533, which provides information on Potential Funds Control Violations.

Series 600 Interim Update #04-05, Travel Card Delinquency Change (revised)

New and Revised Policy Directives and Required Procedures:

This revises Policy Notice 0335, dated: 3/1/200l, Subject: Interim Update 01-02, Travel Card Delinquency Change. It will be incorporated into the next revision to ADS 633, Financial Management Aspects of Travel. Here is the change: If an Individual Travel Card Account has had TWO SUSPENSIONS IN A TWELVE-MONTH PERIOD AND INCURS A THIRD DELINQUENCY, the Travel Card will be SUSPENDED on the FIRST DAY OF THE THIRD DELINQUENCY. At that time a letter will be sent to the Travel Account holder giving the individual 10 DAYS TO MAKE FULL PAYMENT OR THE ACCOUNT WILL BE CANCELLED. (effective April 7, 2004)

Series 600 Interim Update #04-06, Contractors Functioning as Timekeepers

New and Revised Policy Directives and Required Procedures:

This material is all new and will be incorporated into ADS 626, Payroll Management. The material provides guidance on Time and Attendance requirements when the timekeeper is a contractor. It defines which functions are inherently governmental and which are not inherently governmental. The notice identifies the requirements to safeguard information, both sensitive and information subject to the provisions of the Privacy Act.

Series 600 Interim Update #04-07, Invoicing Mission-Funded Airfare through SATO in Washington

New and Revised Policy Directives and Required Procedures:

This policy revision is to streamline payment procedures at both Missions and USAID/W in order to (1) reduce the posting of duplicate obligations, (2) reduce IPAC processing, and (3) facilitate travel account reconciliations. This information will be incorporated into a future revision to ADS 630, Payables Management.

Series 600 Interim Update #04-08, Purchase Card Buying Log

Issued: 06/10/2004

Release Date: 06/22/2004

New and Revised Policy Directives and Required Procedures:

This notice says that purchase cardholders must use the purchase card buying log for recording all purchases made with their purchase card. Exceeding the available funding may result in either a statutory or administrative Anti-Deficiency Act violation. Such violations have serious penalties, up to and including suspension or termination of employment.
