Who May Apply: Consortia consisting of one or more of the following entities:

1. an institution eligible for assistance under Part B of the Title III of the Higher Education Act of 1965, as amended (HEA);
2. an institution of higher education that serves substantial numbers of African-Americans or other underrepresented minority students;
3. institutions with programs to train foreign service professionals are eligible to apply for a grant of up to five years duration to establish an Institute of International Public Policy.
