This report discusses the HUD's administration of the National Manufactured Housing Construction and Safety Standards Act of 1974 (the Act) and describes related research efforts, testing and data trends, and enforcement actions during the 1991 to 1994 reporting period. The Act provides for national construction standards and enforcement procedures to address safety, quality, and durability issues for manufactured homes. Chapter I describes the Manufactured Housing Program and explains HUD's responsibilities under the program for standards development, design approval, product inspection, consumer protection, and enforcement and compliance monitoring. Chapter's II and III summarize the Manufactured Home Construction and Safety Standards and describe related enforcement procedures and actions. Chapter IV explains the objectives of the enforcement Regulations pertaining to consumer protection. HUD's enforcement testing and data collection efforts during the reporting period are the subject of Chapter V. Chapter VI describes HUD's significant research findings during the reporting period regarding wind safety, fire safety, permanent foundations, metal roof installation, and energy standards. The final chapter discusses HUD's efforts to increase public awareness and disseminate information regarding safety, durability, and quality issues in manufactured housing.
