The challenges of successful systems integration, development, and major acquisitions are complex, multidimensional, and far reaching. Booz Allen Hamilton offers insight and expertise across the spectrum of traditional and “classic” systems engineering and integration capabilities (i.e., technical, program management) to more process-oriented or organizational elements within acquisition functions and leadership capacities. A combination of all these elements results in precise requirements analysis and customized solutions, powered by effective operating models to ensure success of a client's systems engineering, integration, or development effort.

By benchmarking the attributes of over 130 major commercial and government systems development programs, Booz Allen has identified, aggregated, and characterized an authoritative list of critical capabilities in our Integrated Acquisition Capability™ (IAC) Framework. This framework, which was predicated on the lessons learned from successful and unsuccessful programs, originated to address the emergence of “systems of systems” requirements and net-centric solutions, which have added significant complexity and risk to today’s systems acquisition, engineering, or integration efforts.

We further recognize that stove-piped or siloed capabilities undermine success and that the directed integration of the governance, people, processes, and tools of our IAC Framework is a prerequisite to mission accomplishment. Booz Allen endorses the identification and management of five interdependent baselines—Operational, Cost, Schedule, Risk, and Technical—to assure synchronization of program resources, activities, and priorities.

When contractually accountable for systems development and delivery, Booz Allen draws on our systems engineering and integration capabilities to ensure success. When employed as a trusted agent of the US Government, we use the IAC Framework as the foundational diagnostic structure on which we provide our systems engineering and integration component service offerings. These services result in synchronized control of all systems development and implementation activities to increase the probability of success at every stage in the life cycle.

Booz Allen offers expertise in the following areas:

  • Program Leadership Services:  We offer advisory counsel, best-of-class practices, organizational modeling, and scenario simulations to test strategies and assist leadership in defining decision rights and authorities, providing knowledge capture and dissemination, directing personnel deployment, and coordinating process management.

  • Acquisition Management Services:  We provide acquisition, program management, and systems engineering expertise to help programs or companies meet and navigate expectations and interpretations of pertinent acquisition processes, policies, procedures, and milestone requirements.

  • Program and Technical Integration:  We employ our Total Baseline Integration™ methodology to develop, synchronize and optimize trade-offs, and generate thoughtful responses to exogenous and endogenous changes in a program’s technical, operational, risk, cost, or schedule baseline(s).

  • Design and Testing Services: With highly trained engineers on staff and a robust supporting infrastructure (e.g., in-house Organizational Standard Process and Program Management Environment), Booz Allen will advise, train, supplement ,or serve as your systems engineer function.

  • Program Assessment and Restructuring:  We apply Booz Allen’s IAC Framework to objectively evaluate and measure strengths and weakness in your organization or program office to implement efficiency improvements or corrective actions.
