ADS 103, Delegations of Authority
Revision: 09/26/2002
New Policy Directives and Editorial Changes: The old section 103.3.15 on the Bureau for Humanitarian Response (BHR) has been replaced in its entirety by a new section (and subsections) on the new pillar bureau, The Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA).
ADS 103, Delegations of Authority
Revision: 10/21/2002
New Policy Directives and Editorial Changes: A paragraph has been added to 103.3.18, Office of General Counsel (GC). With this new paragraph, the Agency's Designated Agency Ethics Officer designates Regional Legal Advisors as USAID Deputy Ethics Officers with all necessary authority to carry out their responsibilities and duties including reviewing and/or certifying financial disclosure reports; developing and implementing mandatory ethics training programs; and providing ethics advice to employees.
Series 300 Interim Update 02-08, Business Transformation Executive Committee (BTEC) Quick Hit - Standardizing USAID Indefinite Quantity Contracts

New and Revised Policy Directives and Required Procedures: This Notice announces the release of AAPD 02-12, "Standardizing USAID Indefinite Quantity Contracts (IQCs)", effective September 10, 2002. This AAPD details the new standardized IQC formats.
Series 400 Interim Update 02-11, Approval of Outside Hiring for Headquarters
Issued: 10/17/2002
New and Revised Policy Directives and Required Procedures: The purpose of this notice is to reiterate the Administrator's decision of August 15, 2002, to no longer require bureaus/offices with approved reorganizations to submit to the Chief of Staff Action Memoranda requesting approval to hire U.S. Direct Hires for headquarters (Civil Service and Foreign Service) from outside the Agency.

ADS 501, The Automated Directives System
Revision: 10/21/2002
New Policy Directives and Editorial Changes:

This notice announces a revision to ADS 501. In addition to editorial changes throughout the chapter and the Mandatory References titled ADS Authors Guide to Style and Format and List of ADS Chapters and Authors, the following changes were made.

  • The definition of conforming amendment has been clarified (501.3.4.9).


  • The prohibition on using columns in ADS references has been lifted (501.3.3.7).


  • The BTEC exception to the clearance process was added (501.3.4.10).


  • Acquisition and Assistance Policy Directives (AAPDs) no longer have an exception to the ADS clearance process (501.3.4 and 501.3.4.10). Their issuance procedures remain the same (501.3.5.4).


  • Additional Help documents, because they cannot contain new policy or procedure, are no longer required to be sent through the ADS clearance process (501.3.4).


  • The exception process for ADS clearance and issuance was moved from M/AS to M/AS/IRD(501.3.4.10 and 501.3.5.4).

Additionally, three new Additional Help documents were added to the chapter:

  • Sample Policy Notice Issuing a New or Revised ADS Chapter


  • Sample E-mail Requesting ADS Clearance.

These new references do NOT include any new policy directives or procedures. They are not mandatory.

Revision: 10/30/2002
Revised Policy Directives and Required Procedures: Raquel Powell has replaced Allen Eisenberg as the ADS clearing official for the Bureau for Management, Office of Procurement (M/OP).
ADS 515, Metro Transit Subsidy Program
Revision: 10/07/2002
New and Revised Policy Directives and Required Procedures:

Details on the new SmartBenefit Program, which allows employees to pick up their Metrocheks electronically at any Metro station, were added to the chapter in the new section 515.3.4.

The chapter was also revised to define the eligibility of employees of other Federal agencies for transit subsidies, and clarify that employees on extended TDY of four or more weeks cannot receive Metrocheks for that period.

New and Revised Policy Directives and Required Procedures: The Employee Certification section of the form was revised to allow eligible employees of other Federal agencies to participate in USAID's transit subsidy program.
Series 600 Interim Update 02-12, Fiscal Year 2003 Appropriation
Issued: 10/02/2002
New and Revised Policy Directives and Required Procedures: The President has signed into law, H.J. Res. 111, a Continuing Resolution (CR) providing funding to Federal agencies including USAID and the authority to continue operations through October 4, 2002, unless our regular appropriations bill is enacted into law prior to that date.
Series 600 Interim Update 02-13, Fiscal Year 2003 Appropriation
Issued: 10/15/2002
New and Revised Policy Directives and Required Procedures: The President has signed into law, H.J. Res. 122, a Continuing Resolution (CR) providing funding to Federal agencies including USAID and the authority to continue operations through October 18, 2002, unless our regular appropriations bill is enacted into law prior to that date.
Series 600 Interim Update 02-14, Fiscal Year 2003 Appropriation
Issued: 10/18/2002
New and Revised Policy Directives and Required Procedures: The President has signed into law, H.J. Res. 123, a Continuing Resolution (CR) providing funding to Federal agencies including USAID and the authority to continue operations through November 22, 2002, unless our regular appropriations bill is enacted into law prior to that date.
